Job Description

Our client is a major Asian conglomerate involved in an array of Industry sectors such as hospitality , information technology, pharmaceuticals, minerals and real estate. They are currently working on a GBP200 million plus mixed use high-rise development on the coast in the western outskirts of Tripoli.
As normal business activities resume in Libya my client is now looking for an Assistant Technical Manager - Hotel to be based on site in Tripoli. The Assistant Technical Manager - Hotel will be responsible for:
Providing overall assistance to the Technical Manager responsible for Construction and Project Delivery
Coordination with in-country Technical Team, Contractors & Consultants and Company administration.

.Technical Responsibilities

1. Follow issuance of Monthly Project Reports to the General Manager (and for the Board of Directors) showing status of construction, budget, risk issues, design Issues etc. together with an Executive Summary;
2. Assist in the timely appointment of a full team of Consultants and key individuals and ensure correct briefing is available and provided upon commencement and throughout, seeking budget expenditure approvals as required by the DOA;
3. Monitor Project Fact Sheet/Brief for compliance and obtain the Technical Manager’s approval for any significant amendments;
4. Oversee implementation of the project on the basis of approval of the Fact Sheet & other approvals (which will be live documents);
II. Project Administration
1. Provide Leadership to subordinates within the organization and project teams;
2. Share ideas and recommendations in a tactful manner with other employees, management and superiors;
3. Resolve any conflicts/ impasse with any parties considering authority levels and the Company/Project’s best interests;
4. Monitor placement of correct insurances;
5. Follow recording of minutes and ensure they are issued in a timely fashion with necessary actions taken;
6. Assist with documentation and presentations as requested by the Technical Manager/ General Manager;
7. Ensure a Communications Strategy is outlined, documented, up to date and issued to relevant parties;

III. Human Resources
1. Recommend candidates for position vacancies to the Technical Manager;
2. Recommend suitable external candidates for company employment if possible;
3. Ensure employees are clear on their job description and the expectations of the company;
4. Recognize the need for additional employees in a timely manner, and act accordingly upon seeking approval from the Technical Manager;
IV. Development Related Responsibilities
1. With the Technical Manager, lead the Project handover procedure to the Operator’s pre-opening team in coordination with the Project Manager when appropriate and ensure arrangement and participation to pre-opening workshops that are organized;
2. Understand the Operator’s Contract (Management Agreement), ensure compliance of the works, whilst considering the Company’s best interests;
3. Ensure arrangement and participate in pre-opening workshops that are organized;
4. Coordinate with external agents for leasing of retail and office complex; when requested by the Technical Manager.
V. General Duties
1. Take an active involvement in the welfare, safety, development and well-being of employees providing advice, counseling and truthful, diplomatic feedback;
2. Propose to the GM sufficient training and development opportunities to ensure employees are confident, well trained and professionally equipped to deal with the demands of their function;
3. Comment to the Technical Manager on the balance resources and standards of service to meet financial goals and company expectations;
4. Performs other related tasks that may be assigned by the Technical Manager.
