Job Description

Our client a well known company in Dubai is recruiting a Senior Payroll Manager, reporting to the Financial Director the encumbent will be responsible for thepayroll managementofmore than 10,000 staff both blue and white collar workers.

The department iscurrently running around 50 payrolls for both internal and external companies so the ability to work to tight deadlines with minimal error rate is essential.

Key responsibilities:

Overall Management of The Payroll andTime and AttendanceTeam to include staff recruitment, training and performance management. Ensure that all staff understand the current policies, procedures and legislation relating to payroll.
Management of the Payroll Managers to ensure that all policies and procedures are followed, all staff are paid accurately and on time and all Key performance Indicators and Targets are met
Setting and driving standards across the department to manage the efficient operation of the organisation's payrolls, delivering effective day to day management of the Payroll managers and supervisors and ensure all financial obligations to statutory and non statutory bodies are met.
Payroll Lead in the maintenance, training and enhancement of Oracle and ensure that all relevant processes and procedures are documented and maintained.
Review and approve all payrolls as per company policies and procedures.
Resolve any potential issues that occur, including late receipt of time and attendance reports which may result in the payrolls being processed and paid late.
To develop and implement strategies for the continuous improvement of the payroll service including review of payroll processes and procedures and recommending best practice principles to the Senior Management Team.
Management of Team Objectives and Key Performance Indicators
Communicate actively with Operations, HR and Finance to review cross-departmental impacts and reconcile data sharing.
Preparation and Analysis of all Financial Data as and when required including Senior Management Reporting, Balance Sheets finalisation and reporting requirements for audit purposes.
Preparation of the Executive payrolls ensuring that they are paid accurately and on time.
Payroll lead relating to all matters on the transfer of monies to employees accounts, including communications with C3 Salary Cards and all relevant Bank.
Auditing of payroll data on a regular basis including Balance sheet accounts which will include reporting of write offs and reasons for write off. Auditing of payroll and Time and Attendance data to ensure that all data held on the departments system are accurate and up to date.
Overall responsibility for the Client Payroll Bureau Service including Management of the Bureau Services including the review and monitoring of Service Level agreements and Key Performance Indicators. Liaison with clients on a regular basis with regards to service levels and issue resolution. Manage the implementation of new clients as and when required. Implementation of processes and procedures for all new clients.
To ensure that all salaries are paid accurately and on time in accordance with any published timetable.
Resolve any issues that occur, including late receipt of time and attendance reports which may result in the payrolls being processed and paid late and escalate accordingly.
To ensure Weekly leave and undisbursed salaries are paid on time.
To authorise and check payroll, ad-hoc payments, including End of Service Benefits, to verify C3 Transfer.
Ensure that Full and Final Settlements are completed within the required timescale and accurately.
Work with Business Divisional Managers to ensure that all data required for payroll is received within the deadlines.
Dealing with complex queries and assisting payroll staff in the resolution of all payroll queries.
Audit and control of all Operational Timesheets ensuring compliance with company policies and procedures.
Management of Bi Annual audit process, ensuring that all reports and data is prepared and distributed within the agreed deadlines.
