Job Title: Land Drainage Consent Officer

Job Type: Permanent, Full-Time

Location: Highbridge

Hours: 35 per week (basic)

Salary: GBP19,698 - GBP21,748 depending on experience and qualifications

(Generally in accordance with Somerset County Council Green Book Salary Structure Grade 13 Spine Points 6-11).

About Us

The Somerset Drainage Boards Consortium (SDBC) is the organisation that manages the operations and affairs of three Internal Drainage Boards (IDBs) in Somerset (The Axe Brue, Parrett & North Somerset Levels IDBs) providing them with finance, engineering, legal, environmental and administration services via a team of in-house staff and consultants. The main activity of the Boards are to manage water levels and Flood Risk within their respective catchments for the protection of people, property and the environment.

Consent Officer

The post holder will provide a Land Drainage Consenting service for Boards within the SDBC and will seek to ensure that the management of the drainage and water level management network is not compromised by development or changes in land use.

The post holder will report to the Development Control Officer and work closely alongside the SDBC Staff.

Qualification Requirements: BTEC Level 3 in Construction & the Built Environment, Civil Engineering or equivalent A-levels in a Civil Engineering related subject or Degree/HNC in Civil Engineering or Environmental Engineering.

Principal Roles

- Working with Board members and Staff at all levels to promote the interests of the Boards and the efficiency of drainage systems through knowledge of the Land Drainage Act 1991 and adherence to Board Byelaws.
- Assessing and consulting with colleagues and Board Members on LDC applications and enquiries received, and then preparing responses. Some checking of engineering, hydrology and hydraulic designs will be required.
- Undertaking the monitoring and inspection of LDC site works in conjunction with Board field staff. Checking and ensuring compliance with LDCs.
- Identifying the need, and supporting in the undertaking of, enforcement action against development or other works that is in breach of the Board`s Byelaws and Section 23 of the Land Drainage Act; Assisting with the professional and technical input into enforcement including preparation and presentation of evidence.
- To develop a knowledge and understanding of all Development & Control activities in order to provide resilience to the DCO position in times of absence.


Secondary Duties

- Working with colleagues in the Consortium to provide them with advice on matters of land drainage consenting and enforcement.
- Provide written and verbal reports to all Boards and Consortium Committees as well as attending from time to time. Some attendance at occasional evening meetings may be required.
- Oversee the maintenance of the system to record statistics and the proper archiving and filing of information on the Boards` consenting and enforcement work.
- To assist the Development Control Support Officer in the gathering and inputting of asset data for development and consent works.
- Maintaining an up-to-date knowledge of planning and consenting legislation, codes of practice, construction and H&S Legislation, national and local guidance and best practice.
